In a strange turn of events, con man Kyousuke Yoroi (Tomoya Nagase), who was just sentenced to 30 years in prison for 13 charges of fraud, is approached by a Japanese Secret Service agent, Kiriyama (Susumu Terajima), and given an unusual job offer: to work for Japanese prime minister Yoshizawa (Tetsuya Watari) as an undercover agent to fight terrorism.
The deal is quite simple. If Yoroi can prevent 13 terrorist plots to protect Japan, then he will be set free. As a man of a thousand faces, Yoroi agrees to this proposal and relies on his chameleon-like transformation skills to quickly switch identities to accomplish each covert mission. He's not alone, however. Yoroi is joined by a team of colorful characters like Dorothy (Kyoko Fukada), a beautifully voluptuous 007-type girl who speaks six languages, and Eris (Tomochika), a weapons inventor of James Bond-style gadgets and exotic espionage equipment with high-tech features.
In this spy comedy, Yoroi uses his conniving tactics to successfully play out his game of lies and deception against his dangerous opponents in head-to-head battles. On the surface, it seems as if Yoroi just wants to seal the deal to become a free man. However, when Yoroi discovers that his deceptive skills can actually help people rather than harm them, will he become a changed man?
