Shinko Tsutsumi (Ryoko Shinohara) has just finished serving time for her con artist past. Hungry and with only a handful of coins to her name, she spots a welldressed gentleman as her new target. But, as fate would have it, the man was an official from the government's accounting office, the watchdog of proper use of tax money. The official decides Shinko's expertise in scams could be useful and hires her as an inspector. Thus begins the wild and funny adventures of Shinko's battles against abuse of public money.
From bogus police investigation funds to retirement homes fronting for lavish housing of former officials, Shinko displays a knack for sniffing out such sham projects. Childhood memories of squirreling away coins in a piggy bank to try to help her financially struggling mother make Shinko all the more loathe to forgive misuse of hard-earned tax money. While she fights imposters, Shinko must also confront lethargy within the office where the bureaucrats' zeal for justice has been deflated by the scale of long-standing, extensive corruption. Shinko gradually wins over the colorful cast of her co-workers, but meanwhile there turns out to be another enemy of integrity that is bigger than anyone expected.
