No Halloween festivities at Tokyo's Shibuya Scramble Crossing this year

As authorities call on people to refrain from coming to the area to celebrate Halloween, the evening of October 31 has arrived.
I have been here at the Shibuya Scramble Crossing area since about 3 p.m., but there is hardly anyone dressed in costumes.
Shortly before 5 p.m., Tokyo police began controlling the area and making announcements urging caution.
Each time the traffic lights change, officers blow their whistles to guide people on Halloween night in Shibuya.
Starting in October, Shibuya Ward implemented an ordinance that bans public drinking at night near Shibuya Station all year round.
Police units in charge of crowd security restricted traffic around Shibuya Station on October 30 and 31 to control the situation.
Police officers are making announcements in Japanese and English as there are many foreign tourists.
They are calling on people to be careful as part of efforts to prevent accidents.
